Dozens of seniors rescued from Port Arthur nursing home

Motiva Enterprises LLC's Port Arthur facility, the largest in the United States, is shutting because of severe flooding, according to a person with knowledge of the plant's operations who didn't want to be identified because the information isn't public.

The Port Arthur city Twitter account encouraged residents to "display a white towel, sheet, shirt or anything" so rescuers could find them in the torrential rain that was still pouring down Wednesday morning. The tropical storm has dropped a record amount of rain on Texas. Earlier Tuesday, it was running at 60% capacity.

"We've got probably 30,000-40,000 homes that have been destroyed", Emmett added.

Exxon Mobil has released pollutants into the air from a refinery that was caught in the storm pounding the Texas Coast.

At a local Walmart, Jeffrey Farley said the store is only allowing 20 people in at a time and is rationing water to three cases per customer.

Harvey has now broken the USA record for rainfall from a single storm, CNN senior meteorologist Dave Hennen said. Overall, 10,522 convenience stores in Texas sell fuel, which represents 8.5% of the 123,807 US convenience stores that sell fuel.

Harvey is most expected to impact crude imports in the Gulf Coast and could also hamper imports to Mexico, and tanker from Florida may be prevented from crossing the Gulf of Mexico. As of 7 a.m. CT, the slow-moving storm had picked up some speed moving north, and its center was about 25 miles away from Lake Charles, Louisiana. Acute flooding has knocked out key infrastructure in Houston, and much of Southern Texas, claiming the lives of 31 people so far. Cots and other emergency supplies bobbed in the water-logged Civic Center floor.

Officials announced an evacuation of the shelter on Wednesday morning, KHOU.com reported, but evacuees have only been moved up - to the bleachers in the center's gymnasium - and not out of the building as of yet. "This isn't the end, this is just the beginning".

The National Weather Service has issued flash flood emergencies for parts of Southeast Texas, including Beaumont and Port Arthur.

Rescue workers are evacuating a nursing home in Port Arthur, Texas, where 70 patients were trapped Wednesday from rising floodwaters from Harvey, CBS affiliate KFDM reports.

CBS News reports that Jefferson County Sheriff Zena Stephens told KFDM county resources can't reach Port Arthur due to the flooding - and some residents have gone into "survival mode".

"The high water and lack of power leave us with no way to prevent it", Rich Rowe, Arkema's president and CEO, said in a statement.

The Sheriff's Office said that another shelter was being set up at a local bowling alley.

Even as the sun began to show in Houston on Wednesday, signaling a bit of relief after days of devastating rainfall from Tropical Storm Harvey, a region east of the city faced disaster anew after it was pummeled by rain overnight.
