Mamta Kulkarni and druglord declared proclaimed offenders

The noose seems to be tightening around yesteryear actress Mamta Kulkarni and her husband, alleged drug lord Vicky Goswami, in the Rs 2000 crore drug bust case in Thane. While her partner Vicky Goswami was arrested by the US DEA in Kenya, Kulkarni is still on the run. Now, we hear that the absconding duo was officially declared as proclaimed offenders on 6 June, 2017 by the sessions court in Thane, near Mumbai.

Those arrested in what is billed as India's biggest drugs haul include Nigerian Sipren Chinassa, who led police to other accused including Manoj Jain, director of BSE-listed Avon Lifesciences Ltd., Punit Shringi, Pradeep Gill, Sagar Powale, Mayur Sukdhare, Dhaneshwar Swamy and Dnyaneshwar Dhimri. If the couple continues to elude the police, the police can, after securing court permission, auction their property.The police can also file a chargesheet against the duo and eventually issue a Red Corner Notice (RCN).

In April 2016, the Thane police effected a rich drugs haul from Mumbai, Thane and Solapur of around 18.5 tonnes of ephedrine and 2.5 tonnes of acetic anhydride, valued at more than Rs 2,000 crore, blowing the lid off a major global narcotics racket.

"We might issue Letter Rogatory or invoke the Mutual Legal Assistance Treaty provisions so that they can be extradited to India", the officer added. Mamta had tied the knot with this underworld drug key player. Reportedly Mamta would regularly visit her then boyfriend at the said Dubai jail, and she married him while he was in the jail. The investigation revealed this drug to be sourced from Solapur based Avon Life Science Pvt. Thus, even Mamta got booked under the charges of supporting her husband's drug dealing business. A person against whom a warrant has been issued can be declared a proclaimed offender if the court believes that he or she has absconded or is evading execution of warrant.
